Despite the fact that public relations is an important and essential activity and function for organizations, the practical practice of this function still faces many problems related to the administrative or organizational aspects, its position in the organizational structure of the organization, or the extent to which the higher management is convinced of its importance, and thus the attitudes of public relations practitioners towards these The job, as these matters are important elements for judging the effectiveness of the PR department's practice of its vital functions, especially the communication function, and the effectiveness of these departments ’performance of their communicative function is linked to a set of factors and variables that, if available, achieve effective performance for the job.
Looking at an important and vital sector in supporting the Egyptian national economy, which is the petroleum sector, we find that the Ministry of Petroleum seeks to complete its orderly construction that allows it to be globally competitive, as it relies on the conceptual vision of the information and communication systems of all its companies. Therefore, it relies on public relations management as a service profession directed primarily to serve its interests, through its constant communication and exchange of information with the masses, and accordingly these companies seek to carry out a set of activities and community events within the framework of the responsibility of these companies towards their society.
