This study aimed to identify the management challenges of planning and monitoring in Saudi universities in Riyadh. To achieve this goal, the descriptive method was used, and a questionnaire was administered to collect data from the study sample, totaling 169 employees in the planning and monitoring departments of Saudi universities in Riyadh, in addition to 9 employees from the monitoring department of the Ministry of Economy and Planning. The results revealed that the study participants agreed on the problems related to the organizational structure of planning and monitoring management in Saudi universities to a high degree. They also agreed on the problems related to the communication between the planning and monitoring management in Saudi universities and the Ministry of Economy and Planning in the Kingdom to a high degree, as well as on the problems related to the design, implementation, and monitoring of planning by the planning and monitoring management in Saudi universities to a high degree. The study provided a number of proposals that could contribute to reducing the management challenges of planning and monitoring in Saudi universities in light of the results obtained.
