The study aimed to identify the effect of an educational program based on metacognitive strategies and fair inquiry in developing critical reading and critical thinking skills for first year secondary school students in the Kingdom of Saudi Arabia. The research sample included (150) female students from the first grade of secondary school in Tabuk, Kingdom of Saudi Arabia, during the first semester of the academic year (2022-2023). They were divided into an experimental group (75) students and a control group (75) student. The research tools included a critical reading skills test, and a critical thinking test. The results showed that there were statistically significant differences between the two study groups in the critical reading test in the post application and in favor of the experimental group, and the results showed that there were statistically significant differences between the two study groups in the critical thinking test in the post application in favor of the experimental group
