Small enterprises represent one of the most important sectors of the national and global economy, as they constitute an important tributary of the economy and the engine of its economic activity. The small enterprise sector plays a strategic role in increasing growth rates and economic and social development, in addition to the fundamental role it plays in addressing poverty and unemployment, and the ability to absorb a huge amount of jobs.
We find that there is a large discrepancy in the definition of small enterprises at the international level, depending on the difference in the economic, social and legal environment. Some of them depend on capital, some of them depend on the number of workers, and some of them depend on the standard of annual sales. The definition adopted by the World Bank, for example, is that small enterprises are those that include less than 50 workers, and their total assets and sales volume do not exceed three million dollars. As for the Kingdom of Saudi Arabia, its definition depends on the number of workers and the volume of annual sales together. A small establishment in the Kingdom is one that employs between 5 and 49 workers, and its annual sales volume does not exceed 10 million riyals.
The concept of small business has often been linked to the characteristics of the small business owner. We find that many studies and research focus on the characteristics of the small business owner because the performance of the small business is linked to the characteristics of its owner, as it is often a company of individuals, which makes the owner personally responsible for all business operations and needs. (Al-Daman, 2013)
The real estate sector is considered one of the most important sectors in the national economy in general, as a result of its interaction with other sectors, such as the commercial and service sectors, and others, and its clear impact on the economy directly, whether in terms of investment spending through purchase and rent or in terms of job creation in general. (Al-Rukban, 2013)
It should be noted that the Kingdom of Saudi Arabia has paid special attention to developing the small enterprises sector, and has supported the path of leadership and entrepreneurs. It worked to provide support to them by adopting the establishment of the National Entrepreneurship Institute (Riyada), which aims to help young people establish their own projects and what falls under the umbrella of incubators and various programs, in addition to signing many agreements with multiple parties. As well as guaranteeing what falls under the Saudi Industrial Development Fund in cooperation with many banks in the Kingdom.
