The aim of the research is to develop a proposed vision for establishing an innovative university in the Kingdom of Saudi Arabia in light of the experiences of American universities. The research used the descriptive method In his survey style,and the questionnaire as a research tool. It was applied to a sample of (1732) members. The research reached several results, including: The research sample agreed on (legislative requirements, administrative and organizational requirements, material and human requirements, and technical requirements) to establish an innovative university in the Kingdom of Saudi Arabia with a 'large' degree of approval; The research sample agreed on (technology-based education, strategic alliances, and sustainable training) as ingredients for establishing an innovative university in the Kingdom of Saudi Arabia, with a 'large' degree of approval.  There are no statistically significant differences between the responses of the research sample regarding the requirements (legislative, administrative, organizational, material, human, and technical) necessary to establish an innovative university in the Kingdom of Saudi Arabia, and the requirements for establishing an innovative university in the Kingdom of Saudi Arabia in the fields (technology-based education, strategic alliances). Sustainable training) due to the variables (university, academic rank, and years of experience .  A number of recommendations were reached, including: Adopting the proposed vision, establishing a specialized department for research and innovation at the Ministry of Education, to undertake the tasks of conducting scientific studies in various fields within the Kingdom of Saudi Arabia, with the aim of promoting innovation and benefiting from leading global experiences, Forming an advisory council that includes the presidents of Saudi universities to discuss issues related to the establishment of the innovative university, to ensure informed decisions that support the process of higher education, Setting clear foundations, starting points and plans for the application of the innovative university in the Kingdom of Saudi Arabia, And issuing the necessary legislation and decisions to establish the innovative university in coordination with the competent authorities, such as the Ministry of Education and the Council of Ministers, with its official approval by the Royal Court, And the establishment of a specialized agency concerned with innovation within Saudi universities,
