Institutions of higher education in the era of the Fourth Industrial Revolution and the knowledge-based economy are of great importance and prestige in the sense that they are the incubator of the intellectual capital of society and the most important producer of knowledge and scientific research in society. This casts a shadow over the need for great attention to developing performance and improving quality in higher education institutions, especially universities. Therefore, it has become imperative for the leadership of higher education institutions to interact with the modern changes and developments and work to develop themselves and modernize their methods, in proportion to the requirements of comprehensive development. It is no longer acceptable to hide in light of the economic, cultural, social and modern changes
