The study aims to identify the reality of possessing the technical competencies within educational leader in the Kingdom of Saudi Arabia, the requirements of these competencies, and the obstacles to possessing them. This study used the descriptive analytical approach. A questionnaire was used as a tool for collecting information from the society, all secondary school female leaders in Riyadh. The sample size was (119) leaders, which was chosen in a simple random way.
The results of the study reveal that the dimensions of the technical competencies are generally high among the members of the study sample. The results also showed that the educational leaders' need for the requirements of the technical competencies was generally (medium). It also showed that the effect of the obstacles on the educational leader's possession of technical competencies was generally high.
In the light of the findings of the study, a set of recommendations and a suggested scenario for technical competencies were presented in the light of Singapore's distinctive experience.
