This study aimed to identify the reality of the organizational policies of human resources, and the extent of its impact in its various axes on the organizational loyalty of the employees of education in Harimaila governorate, and to know the most important obstacles to their organizational loyalty. The study took the descriptive analytical approach and the case study to achieve its objectives, and used the questionnaire as the main tool of the study, which contained (38) paragraphs, which were distributed to the research sample of (187) individuals. The study concluded that the organizational policies of human resources are available to an average degree with a general average of (3.34) and relative importance of (67%), and the most available axes of organizational policies are the career axis and the training axis, as they are highly available, with an account average of respectively (4.05) and (3.52), with relative importance of respectively (81%) and (71%). The study also found that organizational policies in their various axes affect organizational loyalty to a very high degree with an average of (4.27) and relative importance of (85%), and the Financial Axis was the most influential axis of organizational policies in organizational loyalty with an average of (4.71) and relative importance of (94%), followed by the human and community axis with an average of (4.57) and relative importance of (91%), indicating that the degree of their impact is very high. As for the obstacles of organizational loyalty, their severity was very high with an average of (4.25) and relative importance of (86%), and the "weak role of the school administration in promoting organizational loyalty" was the most severe of these obstacles from the point of view of the study sample. The study also revealed that there are significant differences due to the variable nature of work in the training axis from the field of reality of organizational policies, and in the Financial Axis from the field of influence of organizational policies on organizational loyalty, as well as there are significant differences in the field of organizational loyalty obstacles. There are also statistically significant differences attributable to the gender variable in both the human and societal axis of the field of reality of organizational policies, and in the Financial Axis of the sphere of influence of organizational policies on organizational loyalty, and there are statistically significant differences attributable to the variable of years of service in the current school in the human and societal axis in both areas (the reality of organizational policies, the impact of organizational policies on organizational loyalty).
