The research aimed to clarify the theoretical foundations of action research, the obstacles facing its implementation, and the requirements for its implementation in public education schools in the Kingdom of Saudi Arabia from the perspective of educational experts. The researcher used the descriptive approach with its analytical style, and the qualitative approach by applying a semi-structured interview tool with a sample of educational experts, using the focus group method. The research sample consisted of (6) educational experts from Saudi universities, from Umm Al-Qura University, Princess Noura bint Abdulrahman University, Prince Sattam bin Abdulaziz University, and the Islamic University of Madinah, and a sample of (7) female educational supervisors in the Education Department in the Makkah Al-Mukarramah region. The most prominent results were: Action research in public education is one of the modern educational methodologies that contribute to achieving development and improvement of the educational process and educational practices, and achieving sustainable professional development for educational practitioners. One of the most prominent requirements for implementing action research in public education in the Kingdom of Saudi Arabia is to include the application of action research in organizational policies. By enacting regulatory legislation supporting its implementation, such as guidelines and ethics, allocating hours within the teaching curriculum for its implementation, including job performance evaluation clauses, providing financial and moral support, creating a supportive learning environment for its implementation, both materially and morally, and providing intensive professional training for educational practitioners before and during service. The success of implementing action research in public education depends on the educational practitioner's mastery of several scientific, intellectual, ethical, and educational research skills. The researcher recommended that educational policymakers at the Ministry of Education in the Kingdom of Saudi Arabia should ensure that action research is included in the regulatory policies for public education, making it a fundamental pillar for developing the educational process and educational practices, and making it part of the educational tasks of educational practitioners.
